Harmonisation vies personnelles – vies professionnelles des femmes et des jeunes

External evaluation of a French regional EQUAL project

Objectives:
The aim of EIESP is to carry out a qualitative evaluation through the different stages of the project in order to anticipate any adjustments which maybe necessary during the project life cycle. The regional (Champagne-Ardenne) EQUAL project « Harmonisation vies personnelles – vies professionnelles des femmes et des jeunes » aims to a facilitate the access to employment for women and young people in the town of Epernay and its surroundings. This project has four themes: child care, employment barriers for women and young people, geographic mobility, creation of associations of employers for pooling resources.

Context:
This project is part of EQUAL theme 4G "Reconciling family and professional life". The client (the Epernay regional committee for labour market affairs) wished to improve the access to employment of women and young people in difficulty. These difficulties were due to lack of training or mismatch between training and available local jobs (principally male-orientated industrial jobs) and/or to problems organising private and professional life.

Partners:
The project is coordinated by the Epernay region committee for labour market affairs (Comité de Bassin d’Emploi d’Epernay). The partners are: the local information and guidance services for young people, the social services of the town of Aÿ , the Epernay municipal service for childcare), the works committee of Moët et Chandon. In addition, the Epernay town planning committee is an associate partner. These partners have also signed two transnational cooperation agreements, one with the local action group of Campiña Sur Cordobesa in Spain and the other with a childcare association in Belgium.

Main activities:
The monitoring and evaluation of the EQUAL project are centred on two themes:
