Type of project/activity: External evaluation of a French EQUAL project
Objectives: The objective is to provide monitoring and evaluation which "accompanies" the project through its successive stages. The evaluation aims to contribute to consolidating the impact of the project and establishing the conditions for dissemination and mainstreaming of the results and the solutions piloted. This project involves the automobile services sector and is carried out under the thematic priority of EQUAL of facilitating access and return to the labour market for those who have difficulties. The main objective of Automatic is to develop a modularised training approach, available on-line for upskilling garage mechanics. Secondly it aims to attract more women to the sector through piloting training for receptionists and sale of spare parts.
Background: EQUAL is part of the European Union's strategy
to create more and better jobs and to increase the access to employment for
everyone. It continues the work undertaken by the Community Initiatives ADAPT
and EMPLOYMENT (1994 to 1999/2000) by reinforcing the outcomes of these programmes.
In the presentation of the EQUAL programme the Directorate General for Employment
and Social Affairs highlights certain factors of successful projects: partnerships
which bring together key actors, a clear project strategy, a mainstreaming
objective, solid transnational cooperation and monitoring and evaluation.
Partners: The French partnership is coordinated by the Association Nationale pour la Formation Automobile (ANFA) and Peugeot and includes Citroën, GNFA, CESI, la CCI de Fougères, Education Nationale (CIEP and IUFM Toulouse)
Main Activities: The monitoring and evaluation of Automatic
will be include the following modules:
- Monitoring and evaluation of the French partnership: process, achieving
the common and individual objectives of the partners, communication among
partners, dissemination of information, real involvement of the partners,
difficulties encountered and solutions adopted.
- Evaluation of the level of satisfaction of the beneficiaries in the pilot
actions (pilot courses, firms, trainees, in-firm tutors and trainers): organisation,
level of satisfaction vis-à-vis expectations, difficulties encountered,
proposals for overcoming them, etc.
Name of programme, funder or client: The evaluation has been commissioned by the French Development Partnership.
Expected outcomes, reports/documents: Regular evaluation reports will be delivered to the project Steering Committee.
