Vocational Qualifications and the Social Dialogue (2000-2003)

Objectives:
The objectives are to compare the approaches in three Member States (Spain, France and the UK) and in the Czech Republic to the design, validation and certification of vocational qualifications and to assess the influence and the role of the social partners and the use of qualifications in collective bargaining agreements.

Background:
This project has been developed within the framework of the initiatives of the European Commission to improve the transparency of vocational qualifications, with the aim of increasing mobility. The initiatives undertaken by national authorities have not, to date, been sufficient to ensure a good level of transparency. Furthermore, such initiatives are generally implemented under the aegis of public authorities, in consultation with the social partners, but the role of the latter in designing and validating qualifications varies substantially from one country to another.

Main activities:
The project is carrying on the following activities:

Production of reports on the different routes to certification of vocational qualifications in the 4 partner countries, including an analysis of the role of social partners.

Survey and analysis of the approaches in two significant and innovatory sectors. The construction sector is being studied in all 4 countries plus one sector which presents an interesting situation in the country. The survey is implanted by face-to-face semi-directive interviews based on a common interview guide. The interviewees are representatives of the social partners, selected as key actors in the process of negotiating creation and validation of qualifications.

A further set of interviews will address the issue of use and implementation (recruitment, collective agreements) in enterprises.

Production of a Good Practice Guide containing recommendations on the design and use of qualifications in collective agreements.
